Webcam doesn't work

Hey all, since I built a new PC, I've been having trouble with my webcam. Thing is, when I connect it, Windows 10 detects it, Skype detects it too and even other third party apps. When I go to the Device Manager it says I have the latest drivers. When I try to use it, all I get is a WHITE screen. For example Skype, it detects I have a camera but it says the connection is bad. When I start the webcam, everyone on the conversation sees that white screen with a text: "Searching Camera...".

Any ideas?

Which webcam model are you using?
Go to http://www.testmycam.net with Internet Explorer. Is the webcam working?
When you open Windows Camera app, does the webcam works?
Have you installed the manufacturer drivers?
Switch USB Ports
Make sure no other program is using the webcam. Close any program that could have access to the webcam.

Go to Settings > Privacy > App permissions > Camera > Allow apps to access your camera > "On" > Choose which apps can access your camera ... then turn on Skype and whatever others you want.
