Question Weird choppy lag with consistent high framerate?

Hello, I've been trying to find information on this weird lag I get for a while but haven't had any luck.
When running most modern games I get weird choppy lag despite having high fps where the frames seem to play catch up. see the video below.

I have a 2080ti with an AMD Ryzen 5 5600 and 32gb ram.

besides listed components I have :
B550 Gaming X V2 motherboard.
G.SKILL Ripjaws V Series RAM 32GB 3600MT/s
GIGABYTE GP-UD1000GM 1000W 80 Plus power supply
Sabrent Rocket Q as my main M.2 where I have games installed

Razer DeathAdder V2 Pro mouse
Duckey one 2 keyboard
Steelseries Arctis 9 Headset (+ Mixer software)
Blue Snowball microphone

That's about as detailed as I know

Games specifically affected in my experience so far: Forza Horizon 5 and HELLDIVERS 2. I could test on other modern games but it seems to happen with anything moderately intensive.

These games have online features but other games with online features like TF2, SCPSL, Ultimate Chicken horse etc that are not intensive don't have the issues.
