Weird distorted pixels on new monitor? Help!

Weird group of pixels occurring sometimes on my new bought VC239h monitor. I'm not sure whether its from the GPU or PC or Monitor.

I just encountered this today when I used my new monitor.

I assume its the weird block things by the numbers? Since we can see it, it is definitely not your monitor. could possibly be GPU or something driver or software related.

If the pixels are not stuck like that, when you game in another application its probably Either the connector, or GPU.
Though I am leaning towards GPU

Do I need to install driver on new monitor? I just plugged it and play.
