Question Weird fix for rx 580 4g issue

Gpu sits at apparent state 0, even under load, does not sustain anything over 300cc for more than a brief second. Happens on most startups/restarts.

I've tried removing/cleaning and reinstalling different drivers, removing msi and radeon, bios OC's, and a handful of other possible fixes, but for whatever reason removing and reinserting my dvi and display cable fixes my issue.

Anyone heard of something like this before?

What does "state 0" and "300cc" mean?

Also, if unplug-and-replug "fixes" the issue until next time, there likely is something loose.

state 0 is the gpu state under no load, or at least thats what radeon states. cc i abbreviated core clock
