Weird Fps Drop problem

So I'm beyond confused right now. I'm experiencing a problem with fps problem in league i have a Nvidia Geforce GT 630 that i recently installed and I've had no problem in the programs that i run. Until recently i found a weird issue were task manager fixes the problem just by opening it and not any processes but when i exit the fps goes back down this happens in any game i play :/ i scanned for a virus already.

bump still happening forced to leave task manager up all the time or else all graphical end of windows even just alt tabbing gets choppy
