Motherboard: ASRock 970 Pro R2.0
Ram: Kingston KVR1333D3N9/4G (2x4GB)
SSD/HDD: HyperX Fury 240GB
GPU: MSI GTX 960 4GB OC
PSU: Corsair VS550 80+ White 550W
OS: Windows 10 LTSC 2019 (Version 1809)

Welcome to the forums, newcomer!

You should ideally be in on 1909 for Windows 10. That's the first thing you need to do. Backup all your critical content in case the update to the latest version goes sideways.

If you do end up needing to reinstalling the OS, recreate your bootable installer using Windows Media Creation Tools and the reinstall the OS, after you've made sure you're on the latest BIOS for your motherboard.

Then manually install all the latest drivers for your platform/desktop/system after sourcing them from manufacturer's support site.

You could take the GPU over to a donor system to see if the GPU displays the same artifacting.
