Question weird issue with an rtx 2060 and ryzen 5 3600

so first of all its not my problem its my friend today while he was playing gears 5 and from nowhere gpu usage started to drop to 40% didn't go any higher than that and fps from 150 to 50 constantly i asked him to open up screen share on discord i asked him to open task manager so i can see what's wrong in there and i found out the game that he was actually "running" didn't show on details tab where every program should be gears 5 wasn't there even tho he was running the game at the moment what can cause that exactly that's really weird sorry if i didn't post this where i should had no idea here is a picture View: https://imgur.com/a/x7tG0n1
while he was playing gpu usage rly low and temps were really low too usually when he plays temps are high but shouldn't be a problem we have almost the same pc what can cause that he is confused as i am
 
A fellow gears player I see. First an obvious solution would be to restart the computer if he hasn't already done that. This is obviously a software issue. If that doesn't solve the issue, try opening 'nvidia control panel' > go to 'MANAGE 3D SETTINGS' on the left panel > Click on the 'program settings' tab > locate gears 5 in the drop down menu > and in the bottom section set the 'CUDA -GPUs' to All.

If you don't see gears 5 in the menu then there's an issue with the installation. You can try to click the 'ADD' button next to the drop down menu to locate the game application.
