So I'm having an odd issue that I could not find anyone else having online. I have a Gigabyte XE5, thats the I7 13700H, RTX 3070 Ti model, and I have upgraded to 64gb of DDR5 at 4800Mhz. I am running Windows 11 10.0.22621 Build 2262. I am playing games on my external monitor with HDMI plugged into the laptop and youtube playing on the laptop itself. The issue is as follows, when playing a game of any kind, easy to run such as Morrowind, or harder to run like Fallout 4, and Youtube playing a video on the laptop I get terrible fps in games. According to task manager no extra resources are really going to the browser so its not that, and the weird part is if I go into the Task Manager and disable efficiency mode on the browser the game suddenly runs perfectly fun with no issue and youtube playing. I'm not even sure how to isolate what exactly is the issue here other than Efficiency mode running on any app makes my games run terribly until I turn it off.
