Weird lagging and static noise every few secs

Im having this weird lagging every 3-5 seconds and i also hear a noise in my headphones when that happens. The noise is like a static sound that last for the duration of the lagg which is just like a second. The issue may persist 24/7 or it might just stop and not come back for days..Any ideas whats wrong?
