Question weird mouse skipping

What I can say: it is not specifically the problem with the specific mouse, I tested using other mice and I still ran into this problem.
This is not a surface issue, I tested using a piece of paper and I still ran into this problem
I have tried to uninstall the mouse drivers and reinstall them but that did not fix my problem.

I've done this in the past and I have no viruses (used malearebytes and Kaspersky)

I don't remember when the problem started. I will recheck for viruses and upload a screenshot of the universal serial bus controllers when I can.

Edit: just finished the virus scan, it came up clean, I have no viruses

i've just tested with a clean boot and the problem seems to still be there. I am confused on how to update my motherboards chipset if it really matters I am using a laptop it is the Acer Nitro NP515-51

I've installed the newest version of the chipset drivers off of the Intel website and the problem still persists.

Yes this jump occurs with games
I'm not sure if it happens with the trackpad I have it disabled.
I have had the laptop since December 2017
I ran the troubleshooter on the mouse and it brought me to a bing page with some things that I can do, I have already done the things that were recommended to me.
