Question Weird noise originating from the motherboard behind the cpu, (audio recording and picture)

I thought it was coil whine from my GPU so i took it out in preparation for returning it but then i realized the sound isnt coming from the GPU at all but instead behind the CPU. Basically the question is, is this normal? Is it motherboard or a failing (old) power supply? I dont think i ever heard this sound before i upgraded from my GTX 1080...
