I have similar problem.
After resuming from sleep my CPU rpm is 300 (max 600) but I have hyper 212x (eu) and its rpm range is 600-1,700 RPM ± 10%

Mobo is GA-990FXA-UD3 (rev. 4.0)
Bios F3
fan settings in bios is PWM
CPU FX 8120 (125W TDP ver.)
I see I am not alone with this kind of problem.
aida64 showed me something weird after resuming from sleep, after a while my CPU temp was 45-50C but cores were hotter, every core was about 71C and normaly core temps are slightly more than half of the CPU value(example 25C), this time it was the opposite, and weirdly, CPU rpm was below its minimum value.
