I am having this weird issue where my screen tears and gets blurry as I move objects on the desktop. It does the same in games, I can fix most of the screen tear by turning on vsync but the weird blur stays. Also when browsing the internet scrolling creates the exact same effect. It blurs the text and causes small tearing. I have the latest drivers for my gpu and they have already been reinstalled to make sure the problem shouldn't be there. It also shouldn't be a issue with the gpu since I had the same issue with my old gtx 560ti. When playing games it feels like having motion blur on even when it is turned off. Locking my fps in games to the monitors refresh rate wont help either.
Here are my pc specs,
Cpu : i7-2600
Gpu : Gtx 1060 6gb
Ram : 2x4gb HyperX DDR3 1866mhz
Motherboard : Asrock z68m/usb3
Monitor : Acer x223w 60hz (DVI)
Psu : 650w
OS : Win7 x64 sp1
