Question Weird sound from chipset-fan at startup ?

When I power up my computer, I get this weird sound that you can hear at the end of the clip I have linked to. The sound only comes when I turn the power on and then goes away until I power up again, and it was there before and after I recently replaced all my case fans and CPU-cooler. My only theory is that it must come from the chipset-fan when it is spinning up. There is nothing blocking it, and it seems fine. The sound also comes after I remove the GPU, so the chipset fan is the only moving part I can think of that can make the sound. Anyone have a better guess or a similar experience? Thanks!

Most asus boards that have a chipset fan ramp 100% at startup to clear dust. I thought only the TUF boards did this but I could be wrong.
