Question Weird sound from pc

Hey i have a question does anyone know why do i get this sound?https://streamable.com/67t733
After a while of not using the pc there is a sound like something powering down and then the sound stops

Get a sheet of A4 paper, roll it into a cylinder and hold one end of the tube to your ear, while the other end is used to probe for the source of the sound.

To add, please list the specs to your build like so:

Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
