Question Weird throttling issue

HWInfo64 is reporting that P-core 7 of my 14900kf is thermal throttling even though it's top heat was 83c. P-core 1 hit 86c without throttling, so I'm a touch confused. Is this anything to worry about? Just ran the Intel processor diagnostic tool and the CPU got a pass, so I'm not terribly worried, just wondering.

Did you upgrade BIOS to last version which mitigates power limit problems ? You also may have faulty CPU it was talked about for some time now or even have been damaged by old BIOS.
 
Yep, updated, which led to a gigantic cluster-youknowwhat with my (now former) RAID drive. As for damage, as I mentioned it was just tested by the Intel processor diagnostic tool with no problems reported, so unless it's well hidden damage, it should be ok.

I'm starting to wonder though, because since the update, my system has gotten somewhat unstable. Chrome throws constant Oh snap! unhandled exception errors, games I was playing fine keep crashing or just not launching without trying 2-3 times.... Now, I have to wonder, I did lower the power to the CPU because even after the BIOS update, the CPUs were running in the 90's, so I kept lowering power until they stayed in the 80's, could lowering it too much cause the symptoms I'm having? I just completed a full scan with Avast, and scanned each of my SDDs and HDDs with Windows error checking and came up with no problems, so I'm still trying to pin down the exact cause for the new behaviors.
