Question Weird throttling issue

HWInfo64 is reporting that P-core 7 of my 14900kf is thermal throttling even though it's top heat was 83c. P-core 1 hit 86c without throttling, so I'm a touch confused. Is this anything to worry about? Just ran the Intel processor diagnostic tool and the CPU got a pass, so I'm not terribly worried, just wondering.

Did you upgrade BIOS to last version which mitigates power limit problems ? You also may have faulty CPU it was talked about for some time now or even have been damaged by old BIOS.
 
Yep, updated, which led to a gigantic cluster-youknowwhat with my (now former) RAID drive. As for damage, as I mentioned it was just tested by the Intel processor diagnostic tool with no problems reported, so unless it's well hidden damage, it should be ok.

I'm starting to wonder though, because since the update, my system has gotten somewhat unstable. Chrome throws constant Oh snap! unhandled exception errors, games I was playing fine keep crashing or just not launching without trying 2-3 times.... Now, I have to wonder, I did lower the power to the CPU because even after the BIOS update, the CPUs were running in the 90's, so I kept lowering power until they stayed in the 80's, could lowering it too much cause the symptoms I'm having? I just completed a full scan with Avast, and scanned each of my SDDs and HDDs with Windows error checking and came up with no problems, so I'm still trying to pin down the exact cause for the new behaviors.
 
Ok, got into BIOS, set my fans to 100% and raised short and long duration CPU voltage from 160v to 170v and ran Cinebench 24 for 8 mins. P-core 7 was hottest at 85c, followed by P-core 3 at 82c. The others were 81c or below. Both P-core 3 and 7 show yes for thermal throttling, which shouldn't be happening until well into the 90's. Despite diagnostics saying the CPU is ok, could I have damage here or something?

Also, it's obvious that my fans were not set to react to CPU heat effectively. Since I'd prefer they weren't 100% all the time, is there a good program to set them up properly? I've never had to play with fan settings before, so I'm a novice in this particular task. :)

If you want to experiment with speed control you could use a program like FanControl


which allows you to create graphically based fan speed settings. Just press the green + button on the lower right and select the Graph option. You will see a graphical representation of your fan speed and can edit it to change the speed however you want. You might start out with a straight line from the lowest speed to 100 percent speed at 70C or 80C temperatures. Or you can continue the lowest speed to around 50C or 60C and then have the speed ramp up to 100 percent by 70C or 80C. Whatever you want. Once you have found settings that you like you can most likely enter them into your motherboard's bios so that they are not dependent on the software.

Thanks! I'll give that a try right away. Looks like a lot of my instability was the voltages I had gone down to, haven't had a crash or oh snap from Chrome since raising them to 170v.
