What are the causes of slow computer shutdown/re-boot?

My PC is fully booted at around 40-50 seconds and it takes around 10 seconds to shutdown . So, i want to know what could be the cause of that.

I don't want anyone to tell me about malicious software or viruses and stuff like that. (defragment, remove unwanted software, clean up your disk space, clean the registry)

I mostly want to know if could a part of the pc be the one that makes the pc so slow to shutdown and to boot. For example, the HDD can be a cause, but can the motherboard/PSU/GPU/CPU/RAM be the cause?

Any defective hardware will slow down the boot time because the bios is trying to identify the hardware and if it is causing issues then the bios has to take that much longer to identify it or decide to ignore it.

What is the specs of your hardware? 40 seconds on a computer that does not have an SSD is not that bad.

Also why are you so set on that it must be hardware that is slowing you down and not startup programs?
It's entirely dependent on what programs you have running when you shut it down, and what programs it runs at startup that effects the time.
Like it has to turn off your anti-virus, turn off skype, turn off your keyboard/video manager software (ati catalyst, logitech somethingsomething), close any open internet connections, email clients (outlook), web browsers (IE, Chrome), ect.
That's why it's slow to shutdown, though 10 seconds isnt bad really.

Starting up is the reverse, it's all those programs it has to start, and drivers it has to load.

Your Hard Drive will be the most likely culprit if your startup is slow. if you bought a pre-built PC from a store a few years ago, and it wasn't an expensive model, you likely have a slow 5400rpm HDD. 7200 is the standard for HDDs now adays with 10k being the next level. But for much shorter boot times, you'd want a Solid State Drive (SSD), these are more expensive per gigabyte than standard HDDs. Also what data interface your HD uses can matter. If you have a very old SATA1(1.5gbs)(2000-2006) interface you'd get half the speed of a SATA2(3gbs)(2006-2010) interface which also runs at half the speed of SATA3(6gbs)(2010-Current).

But the SATA interface you can use is dependent on your motherboard.

CPU: Intel Core 2 Quad Q8300 2.50GHz

RAM: 4,00GB Single-Channel DDR2 399MHz

MOTHERBOARD: FUJITSU SIEMENS MS-7504VP-PV (CPU 1)

STORAGE: 931GB Western Digital WDC WD10EACS-07D6B1 ATA Device (SATA)

GPU: LL 3220T (1920x1080@60Hz)
1024MB NVIDIA GeForce GT 120 (Sapphire/PCPartner)

PSU 400W MAX (i don't know the brand)


Maybe it takes more time for my pc to boot, i haven't really counted it i am just guessing how much time does it take to boot. Startup programs cannot be the reason why my pc is not booting that fast, because i have only specific programs that i want to load when my pc boots and i am so set on that if any hardware can be the cause is beacause my PSU is old and makes weird noises (i made another thread related to that issue).

Also, consider that the boot time may be 65 seconds.. i am not entirely sure, but i know that if i go to my kitchen and then go to the bathroom and go back to my pc, as soon as i sit down, my pc will be booted.

 
Truth be told, i know for sure that the HDD is the reason, but my pc boot time got much much worse since last summer.. That's why i am wondering if could be any other hardware the cause of this slowness.
 
I already have CCleaner, that's why i said in the beginning i don't want to see any answers that have to do with registry cleaning, defragmentation and stuff like that. But, i want to thank you for the time you spent trying to help me out and i guess that the only Hardware that could cause your pc boot time to be slow could only be the HDD.
