What are these marks on the back of this MSI 970 Gaming MB?

I bought this motherboard from ebay. The seller lists it as only been used for a month.

I got it today, not tested yet as I'm waiting on other components, but I noticed some marks coming away from all of the solder points. Almost as if it has been sitting in some liquid.

Any Ideas?

It looks like the residue of some sort of liquid. does it wipe off or is it sort of permanent ?

You can power it on without the CPU or ram in it just to make sure it works without damaging other parts,, just hook it upto a power supply, connect a speaker to the front panel header, and power it on by touching the 2 power button headers with a small screw driver, you should hear bios beeps stating no CPU, or no RAM installed etc.

I can wipe it away, isn't easy. Half the board looks like it's wet, although it isn't, but it is slightly sticky. I'm wondering if water cooling has leaked over it. It's strange as the top is perfectly fine with no marks. Not sure if I should be worried about it or not.

Thats my train of thought, a water cooling leak, thats why I say test without your components in it.
