I recently purchased a new be quiet! Silent Base 802 case, but can't figure out exactly what these switches on the top/front panel on the left side do. I looked on their site and in the manual, but can't seem to find it. So not sure if 1, 2, 3 or auto is the best choice (since I'm unclear on their function). But I believe 1 is the default setting, as I haven't changed it.

it´s a 4-step fan controller panel
you can chose the option you like most, 1 to 3 might be the fan speed and the auto depends on the temperature inside the case and decides automatically how fast the fans will spin.

The switch is only relevant if you want to use the fan speed controller hub built into the case. Since their hub is designed for only 3 pin fan connectors, you may not want to use it if you want PWM 4 pin fan control. If you decide to connect all of your fans directly to your motherboard you don't have to worry about the switch.
