I have an RTX 3070 and overclocked mildly it gets 79 avg, 92 max, 59 for the 1% low, and 53 for the 0.1% low. At stock speed it gets 76 avg, 92 max, 56 for the 1% low and 50 for the 0.1% low. Overclocked to the max that I can clock the card without crashes I get 85 avg, 102 max, 63 for the 1% low, and 55 for the 0.1% low. So yeah. The RTX 3070 is good enough to do it. Especially if you overclock. At 4K I have to lower a lot of settings to low or medium and just do medium ray traced light with only shadows. No ray traced reflections. DLSS at performance mode. I get around 60 fps avg like that. Though I didn't benchmark it. If you only wanna play at 1080p I'd say the RTX 3070 is more than enough. It's really more geared to 1440p and 4K than 1080p though. Cyberpunk 2077 is just an outlier. The game is very buggy and is most likely not well optimized for anything less than highend hardware. The game is an absolute mess. You've got LODs popping in at low quality up close. Which should ideally never happen. You have lots of bugs that never got fixed which I'm sure the developers knew about. The people and vehicles pop in and out of existence depending on where you look. Which ideally should never happen. It's a decent game even with those issues though. But really it seems more like an alpha version. This is coming from a game developer.
