Question What can be possible cause for CPU throttling in windows only on Thinkpad E580?

This is kinda follow up on my older post where i had troubles with CPU throttling on windows only for no reason.
All hardware is just fine no issues with it and could do reliable tests where everything is fine under very controlled tests on linux.
I did pretty much everything one can investigate and ended up with those theories:
  1. There are set of instructions for windows in BIOS that windows cannot ignore or doesnt have settings to do so but that would conflict why for first month it was completely fine
  2. Windows has some sort of stoopid block that isnt controllable, as far as i know, by user no matter what
  3. Its bug in BIOS

I would appreciaty anyone who had this issue to tell me about it and same goes for anyone who might have any knowledge on this issue
 
Which BIOS version are you currently on? Lenovo have a 1.32 version listed on their support site. How bad is your throttling? Which version of your OS are you on?
I tried around 7 to 8 different versions of bioses, all are the same results, on windows i only runned win 10 and it throttles to 1.50GHZ which is actually under the non turbo clock speed.
Reinstalling windows from clean ISO doesnt change much either.
And as i stated again, i can reliably test it and CPU works how it should on linux, so there must be a hope.

EDIT: i havent tried the newest 1.32 version of bios

EDIT2: tried out new bios, its same as ever

EDIT3: just noticed that this new bios STILL has old issue where it clocks down GPU because it can
