Welcome to the forums, newcomer!

Nope, that's a bad idea. Your likely problem isn't just the climate/weather/region but your abode and perhaps your case.

Where are you located?

Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time. Include the make and model of your fans as well. if the fans came bundled with with case(out of the box), then the case's make and model will suffice.

And how long have they been doing it...without sending their gear off for warranty? They aren't a good gauge for you either, since you state to be the owner of the only high end GPU in your entire town. you own a Ferrari and you're asking someone who rides a bicycle with no knowledge of cars to help you diagnose what's wrong with your car.

Have you thought about buying an air conditioner for the room you game in? It's cheaper than the the cost of your GPU.

Don't use anything that has water like the fan you have shown. In your house the air is probably cooler than outside. It could just be you need better air flow in your chassis. Can you give us a pic of what type of internal fans you have going on?
