What changes the cpu speed on demand

HI! I noticed when I tried to check the cpu speed that it was all over the place including the multiplier, I am assuming that this is probably a function of the MB that I have, can someone tell me what function/feature can do this?

I have Asus Rampage IV Extream.

Turbo Boost Technology. You can disable it in the BIOS although I don't recommend it if you aren't overclocking.

Solution
It's a function of the CPU itself. When demand is low, the CPU downclocks itself to save power and usually has several steps it can settle at between full speed and it's lowest point.

However if you notice it's downclocking itself while you have it under full load, that means it's over-heating and time to vacuum out the dust bunnies :)
