What components do I take into account when choosing a PSU?

If I had to ask you which PSU is best for [inster my build here], which components are revelant and should be listed? Mobo, videocard, processor and what else?

I need to finalize some of those, that's why I'm not just posting my build here.

Costs severily less than the others

Also disregard by last post, my budget is like it was at the beginning, so i5 4690k + GTX 960
Some people suggested a R9 280x instead because it's more powerful, but I've always been hearing bad stuff about AMD GPUs (temperatures, drivers..). Plus I like nvidia's control panel and shadowplay. What do you think?
 

Excellent choice . I would have recommended this only once we settled on the wattage
NVidia for sure. i hate the fact that those laptop gt 730 can run gta V so well while my raddeon 7600 cant even do it on 480p. If AMd gives better hardware , it more than makes up for it with poor driver support and optimization.
Obviously the 280x gives better frames but it also costs more than a 960. I would Rather go for 970 instead of 280x if i want more than a 960. It is one of the quietest cards since the fan turns off at temps lower than 60C.(not sure for all manufacturer cards but there is one for sure)

 
If I could chose I'd buy a 970 with my eyes closed, 3.5gb vram be damned. Unfortunately even buying a i5 4460 like you suggested doesn't change my budget much (I'm saving 20-30 bucks on the CPU, yes, but the 970 costs 150$ more than the 960).
nVidia I go then. Any suggested brands for the 960?

So I can pull the trigger for the PSU? I think wattage is fine; again, when I'll have the finances to SLI stuff it's probably going to be around 2022 so it's not a big deal right now. I'm probably going to OC the CPU down the road but 620w should cover it anyway, right?
 
eVGA has one of the best warranties if i'm not mistaken.
ASUS has one of the best coolers as well as MSi.
Gigabyte's a nice all round i believe.

If you are worried about price, just look for one of the cheaper ones. Aim for an aftermarket cooler, if not then whatever, it'll still run fine.
