What could be causing my buzzing sound from around cpu?

I have a buzzing noise that appears to be coming from around my cpu. It happens most of the time but is worse under heavy gaming load. I have swapped all my components several times (gpu, psu, mobo). Having swapped parts and getting the EXACT same noise, I'm pretty certain it isn't normal coil whine. As mentioned, the only thing I haven't swapped thus far is the cpu so I am starting to think it is an issue with my cpu? (I know people say cpus can't possibly make noise but I don't see what else it could be) Could there be some sort of power issue? Some setting in the bios I am missing? I am totally stuck.

Buzzing noise makes me think a fan. Perhaps trying switching out the CPU fan or any of the case fans and see if the sound stops.

I think I had the same problem on my old Core 2 Duo E6850 setup.
And it was coil whine even tho it did not sound like a coil whine I was used to. Alittle nail polish and tada. Silent.
