Question What could be causing my CPU and memory to be preforming so badly?

I recently acquired a gaming computer and it has been stuttering/lagging very bad while trying to play basic games. I ran a bench mark test and received very poor scores on my processor and memory kit (userbenchmark.com/UserRun/67123457). Does anyone know what could be causing these problems?
 
what are the memory kits and CPU in the system?

you might wanna open the case and then check components. what you should check while at there is the PSU brand and model, if your RAM is just a single stick or multiple sticks and if they are of the same brand/model.

1)Too much cpu background activity when running the app. Ideally should be ~10% or lower.
2)Probably the source of the problem, is the motherboard throttling the core clock speeds below 1.0ghz. Cpu thermal throttling has higher clock averages compared to when it is power throttled.
I read somewhere that some Msi boards were prone to doing that, and some older models had a slow switch which got accidentally flipped. Doesn't look like this board has said switch. So, most likely, the board is faulty and needs to be replaced.

I don't remember if the abnormal throttling affected the memory or not though.

But yeah, I suspect the mobo.
