If you have the budget then pair that board up with the 13400F, if not the 12400F. Either of those coolers I posted will work fine with those cpu's.

The Gigabyte board for the 13400F or 12400F. This board down below for the 13600K / 136000KF. Just make sure you have a decent cooler for that cpu.

So H610M board can't even handle 13400F/12400F. Then I should either buy 13400F with B760M board or 13600K with B760-P with both choices having coolers.

It depends on your budget. Neither of those coolers I posted will handle the 13600K.

This one will. Just make sure to ask if it comes with the LGA-1700 mounting bracket.

VRM's. The better the VRM's the more powerful cpu you can use. That Gigabyte board has a 8 phase power design which is fine for the 13400F, 12400F. The MSI board I posted has a 12 phase power design which is fine for the 13600K / 13600KF.

But many people do not have the ability to build a PC or do not have any interest in building. For those people, prebuilt is appropriate. I do not know if you have the ability or interest.

Prebuilt PCs are most often weak in the areas of cooling and power supply. If you build your own PC, you have much more control over each part.

13400F system has this case:

PowerBoost VK-G3403S 650W 80+ Tempered Glass USB 3.0 ATX Mid Tower Case ( it has an internal psu of 650w) and there don't seems to be any cooler. Do they come with their own integrated cooler?​

Ryzen 5 7600 system has this case:

It says that both cases are "650w 80 plus" and nothing else unfortunately so they must be average PSUs like you said.

I have up to 1350-1400$ budget and i think 13400/13500/13600k/7600 CPUs with at least 3060ti and upper GPUs would be good for me.
What would you recommend to me for motherboard, PSU, CPU cooler and RAM?

For what purpose? Milling camshafts? Playing tic-tac-toe?

Do you need ALL of these parts? If not, clarify exactly which parts you do need to buy for 1400 dollars. That's about 28000 Turkish lira I think.

MSI MAG B760M Mortar motherboard; DDR 5 version; there might also be a B760 version, a bit more expensive?

Kit of Corsair or Hyper X Fury DDR5; either 2 sticks of 8 gb each or 2 sticks of 16 gb each. 5600 or 6000 speed.

Noctua cooler that will fit in your chosen case; possibilities include U9S; D12L; U12S; U14S; they might all fit; depending on your case.

Power supply; Seasonic Focus series or Corsair RM series or Super Flower Leadex; 650 or 750 watts

CPU: Intel i5 13400 or 13500 or 13600K, whichever you can afford. Cannot help you with AMD.

Go price that at your sources.
