Question What does it mean when a 144 HZ monitor is only showing 100 FPS on Refresh tests?

My monitor is a Dell S2716DG, using a GTX 1060 6GB, under NVIDIA control panel the Change Resolution tab is set to 144 hz refresh rate, and in Windows Advance display settings the monitor says 143 Hz.

TEST 1
I tried this test https://www.vsynctester.com which gives me the results ~100 fps (143HZ). The VSYNC logo constantly flashes from cyan to red. Here is a screen cap: View: https://i.imgur.com/F6O1QFN.png

TEST 2
When I try this test: https://www.testufo.com/ It keeps maxing out at about 100 fps. I remember when I did the same test with the same monitor about a year ago, I would see a 144 fps bar and the frame rate was at a constant 144fps. It also looked smoother. Chrome and Firefox are both giving me the same results.

I'm wondering why both of these tests are stuck at 100 fps and does this mean my refresh rate is somehow capped at 100 Hz. Both of these tests performed on my 60hz monitor show 60hz and 60fps as expected

When it flashes red that means the result is not valid since the test is unable to sync properly. Are you following the onscreen instructions?

IMPORTANT: Close all apps and other browser tabs and windows for best performance! Keep Aero turned on.
*Problems? Check Your Browser. Supported Browsers with VSYNC: Chrome (up to 240Hz+), FireFox 24+ (up to 240Hz+), IE 10+ (Limited to 60Hz).
 
I’m using the latest versions of Chrome and Firefox. All other browser tabs and programs are closed.

I’m using Windows 10. I don’t know what Aero is or how to check if it’s disabled.
It's a W7 thing, don't worry about it :)

Honestly, I wouldn't worry about it, if you're able to set the refresh rate in Windows you're pretty much good to go. Refresh rate test websites don't always work properly.
