If you don't want internet, then sure, disable it. Why are you messing with things though. This seems like you're trying to fix something but you don't know a lot so you're going to end up doing more damage type of problem.
tcpip is a file that contains the TCP/IP protocol suite which is necessary to connect to a network, intranet, internet, WAN, etc. If disabled, you won't be able to lease a IPv4 or IPv6 address from the DHCP server provided by your internet service provider. If you disable it, you won't be able to connect to any resources outside your local storage on your machine. Please do yourself a favor and leave it alone.

Try running command prompt as an admin and type "netsh interface IPV4 uninstall", wait five minutes, restart, reopen command prompt as an admin and then issue the command "netsh interface IPV4 install" and let it run.
