What is going on? Is WIndows 10 1809 safe now?

The link above shows images of my issue at update. EDIT: I want to update to 1809 now but I can't. Forget to mention that.
As shown in the images, my update shows that I already updated to Windows 10 1809 but my build info show that I still at Windows 10 1803.

On a side note is Windows 10 safe to update now? I afraid that when update my laptop have monitor issue as I did last time I update.
When 1809 first released at October I updated to it and my brightness always at 50% after startup. This cause a serious issue for me because if the system lower the brightness than 61% then my monitor backlight will turn off as I can't see a thing on monitor unless I flash a flashlight on it.

My laptop specification:
ASUS A43SA
Intel i5-2430M, 2.4GHz
AMD Radeon HD 6730M
4 + 2 GB RAM
1 TB HDD
Windows 10 Pro 1803
 

Check the image link it already show you that my Windows version is 1803 and manually update does not work as the update history shows that 1809 already successful installed
 





Then after the update to 1809, be sure to update and install the graphics driver from http://support.amd.com/en-us/download .

The fall feature update is essentially a reinstall of Windows 10. All of the device drivers should be checked and updated if necessary.

The version 1809 was suspended because it was also clearing the personal files on many PC's.

that is clever... wonder how it manages that. I would think if it tried to install and then rolled back to 1803, then the update would fail. So how can the feature update be installed and yet not installed. I assume you have done a restart since October 3rd
clearly the update failed even though it thinks it worked
open command prompt, what version number does it say at top. I suspect it matches 1803 - 17134

You could try turning fast startup off and see if it changes the brightness bug in 1809 - https://www.tenforums.com/tutorials/4189-turn-off-fast-startup-windows-10-a.html

1809 was pretty safe for most people, it was a small percentage of users who lost files. Its just, a small percentage of over 400 million PC is still a large amount of people. I am not sure if its being pushed out to people via windows update yet but you can download the iso from Microsoft now. I have used it since November when I downloaded it again.
 

Yes that is true I uninstalled it when I encountered issues with 1809 but right now I want to install 1809 but manual update doesn't show update to 1809.
