[SOLVED] What is holding my build back ?

I bought an old build from a gaming cafe and i changed the graphics card from Amd radeon saphire 6950 2Gb to Amd radeon rx 470
but i didnt notice any difference in performance between the two card
so i think there is something holding my build back from using all its power
and i also noticed that my gpu and cpu when i play games doesn't go above 20 to 30% usage

my specs :
Amd radeon rx 470
gigabyte x58 usb3 motherboard
core i7 960
hyperx fury 8 ram ddr3 (one stick)

Up to 1008p resolution it's CPU that has final word in performance.

i will upgrade my Cpu to : i5 6500
motheboard : asus prime z270 -A

is this enough or i need something more powerful ?
