Question What is My Hard Drive at 100% Active Time With No Read or Write Speed?

I have a Western Digital My Passport 2 TB external hard drive that is about 4 months old. It is not under heavy use as I rarely put files on it. Recently I've been having this problem where a program will request data from that drive and it'll sit at 100% active time with no read or write speed for a while. About 5-10 seconds later, the drive will finally start reading. This does not seem to be a problem that has to do with any of the othe components of my computer because the issue persists on an alternate computer that I've tested it on. What is the reason for this?

I checked the Windows 10 power settings and found that it is set to make hard drives sleep after 20 minutes but the problem described can occur multiple times within a minute.

1. Run CrystalDiskInfo in your PC http://crystalmark.i...fo/index-e.html
2. Connect your HDD
3. Select "Function" tab
4. Select "Advanced Feature" > "AAM/APM Control"
5. It will open a new window, select your HDD
6. Check your Advanced Power Management (APM) settings
7. It should shows a 80h value
8. If it shows a value inferior to 80h or u need longer value fo sleep, small drive edit is needed

My drive says 80h. Would bringing it up to FEh help?
