Question What is my problem?

My friend gave me a 1070 and I installed it and when I turn my PC on I only get a black screen. My power supply is a 700w but Ive been running it for like 5 years. Should I buy a new power supply or could it be a motherboard issue? My motherboard is a msi b250m mortar

Your PSU should be more than enough for that card, so the problem is elsewhere.

The 1070 was used prior and has whatever drivers were installed on it. But it’s an nvidia to nvidia change so idk if u have to do that

It’s a good practice to use a tool called DDU to remove drivers prior to replacing the GPU. The GTX970 drivers are not meant for the GTX 1070.
