Yes SP2 is a "Critical Update" and is available through the Windows Update
Site. It is not essential that you upgrade to SP2 if you have SP1 installed
and keep it updated. SP2 does offer more security features but if you are
security conscious already then it might not be necessary for you to install
it.

You should also be aware that on a few systems it causes problems with
restarting after it has been installed. Check here if you find your system
won't boot and you need to remove SP2

Yes, you will be offered Service Pack 2 for Windows XP - both Home Edition
and Pro. You can either use Automatic Updates or manually go to the Windows
Update page.

Also available - if you have a Broadband connection - is the SP2 file (266),
which is available for download from here:
