What is taking up 99% of my 688 gb C drive?

My PC has 688 gb of space on the c drive and 99% of it is taken up. I only have around 5 gb left. I am sure it is not my games because they only take up around 100 gb of space. When I checked restore points, it said that it took up 0 bytes.

Install and run WinDirStat.
Run as Administrator, and post a screencap here.
 
win7/win8 has a known bug, where the event logs create an endless series of crap files.

If you're on win7/8, head over to c:\windows\temp; check the size of the folder. If it's huge (10GB+) this is probably the fix.
-clear out that folder (delete everything that windows lets you delete inside the folder, leave the folder alone)
-then navigate to c:\windows\logs\cbs
-run services.msc
-stop the windows module installer service
-delete the contents of the c:\windows\logs\cbs folder (don't delete the folder, just empty it)
-start the windows module installer service

problem solved.

Note, I've only seen this problem affect win7 and win8 systems. I don't think it affects win10, so check the size of that "c:\windows\temp" folder first.

I tried running Windirstat as an administrator but every time I do it keeps freezing around 8% and goes "not responding".

Well...that's only showing 187.3GB consumed.
1/3 of that in PACK files. I assume thats for a game?
As administrator would show the rest.

Well...there's something between 187.3GB and 688.4GB.
Only you can discover it.

Delete or uninstall something large.
Then run WinDirStat again, As Administrator.

Would 20 gb be large enough?

Possibly.
Your Disk Management shows 1% free space.
That may be causing it to choke.

Well..it appears you have a few hundred GB of .js (javascript) files in your Windows folder/subfolder tree.

If you click on one in that large space that's taking up 80% of the window...at the bottom left it tells you what and where it is.
What might those be?

If it is not something you did....how's your malware situation? Run any deep scans with multiple tools lately?

Yeah. I clicked on it. It's taking a long time to load though because WinDirStat is not responding.

Okay by your screenshot it seems that there is something that is creating a MASSIVE amount of .js files in your Windows folder. I would download HitmanPro and use the trial (with a fake email and name) and scan. Second, I would use WinDirStat to see where the 500+GB of .js files are stored and post another gyazo here, or if you know what you're doing, delete the files. Only delete those.

It appears that all those files are in the "Content.IE5" folder, which is within "Temporary Internet Files", and also within several other folders. I'm trying to delete that file but it's taking a long time for the whole folder to load. I will do a malware scan.

The folders that precede content.ie5^ My access to those folders are denied so I am able to delete all those javascript files right now.
