AMD on a limited supply basis, sent out the Flagship FX-9590 with a stock closed loop water-cooler, accompanied with AMD's mod of ChillControl V. I know I got one from Newegg with this cooler stock and not a heat sink.
I cant guarantee it will come with this but If this is sent out stock, It will meet minimum requirements for warranty coverage as long as its not overclocked. It is not the best cooler, its the minimum required. The best however is relative to your case, system needs, and your environment. That being said bigger surface area is always good and cases limit this so the Corsair 100i GTX extreme edition would be the best closed loop system in my opinion.
Aside from building your own loop, remember you need adequate flow for every plate you drop, That means you may need more than one pump, not just a big radiator.
