yellowglove :
I doubt anyone will have the time to actually answer this, but its worth a try
With a budget of $6000 excluding monitor and peripherals, what is the best gaming PC your brain can put together in terms of 4k gaming with as high FPS as possible in ultra settings with as much AA as possible FROM THIS LIST OF PARTS WITH PRICES
http://cdn.msy.com.au/Parts/PARTS.pdf
$6000 may seem like a lot but this is Australia where a 980 is $750 and a Titan x is $1600, so its nowhere near what you could get with that money in the US
Alright, so i done the research, here is the thats the build i recommend:
(could find everything trough Mwave so i took the price trough Newegg)

CPU: i7 4790K
I saw the I7 4790K did really good for not a bad price (i would say), thanks to William for this information.
CPU Cooler: Noctua NH-D15
I picked the Noctua since i know we are talking about high quality and optimized for low noise and low temps.
We all agree they dont look too good, but in the end its all worth it.
Motherboard: MSI Z97-GAMING 7
Alot of great motherboard and alot of options, been trough some couple websites and the conclusion came to the MSI z97 Gaming 7.
RAM: Corsair Dominator Platinum 16GB
Most says 2133MHz is overkill but, you cant really see the difference in the price when it comes to 1866 or 2133 with this one.
SSD: Sandisk Extreme Pro
This is the recommended SSD for high performance from Tomshardware, its 240GB space, i dont recommend putting games on it, it will fill it up real quick and will slow the system down sooner or later, have OS and documents, pictures, music and those stuff on it.
HDD: Western Digital Black Series
"It's simply faster than all other 4TB desktop drives in every single benchmark"
GPU: Evga GTX Titan X 12GB Superclocked (2-way SLI)
Easy choise here, unless you wanna play RMA roulette with Asus of course, and this is a stock card so EVGA again.
PSU: XFX Proseries 1KW 80+ Platinum
Highest recommended for serious overclocking and high end rigs like this.
Case: NZXT Phantom 820 (Black)
The case is just something i recommend, youre able to put in liquid cooling if you want, you can of course change case if you want so, its ready for water cooling if youre up for that.
Monitor: Asus PB287Q
Probably the best 4k monitor for the price.
