What is the best GPU ?

I want to ask if the Inno3D GeForce GTX 1050Ti Compact 4GB has equal performance with MSI GeForce GTX 1050 Ti OC 4GB. It's only about the difference between MSI and Inno3D. What do you think is the best ? And one more question, the OC on that MSI it's gonna influence me with something or it's better this way with OC ?

MSi over inno3D because its a more reliable brand

For the sake of ~£8, I would go for the MSI. There's a 51MHz base clock difference which isn't going to do much and they're both going to boost to about the same (assuming identical silicon), but MSI is just the better brand.

because of how old that CPU is it wouldn't matter which brand of 1050Ti you get you may run into a bottleneck meaning you will not be able to take advantage of the full performance of the 1050 GPU no matter which brand you get

You'd get better performance in general in comparison to your HD 6450 definitely and only very slight bottlenecking in the worst case scenario with a 1050 Ti.

400w is enough and neither of those cards need external power, just that PSU is pretty much an unknown.

that's an unknown PSU as well. see if you can find a PSU from seasonic, Corsair, or EVGA. those seem to be a few of the better brands. i'm sure there are others here that will be able to recommend a good PSU too

That PSU is also completely unknown, no better than your current one.
