Hello, I’m building an over kill system.

Intel Xeon E5 2697 v2 12core 24thread x2 for a total of 24 cores, 48threads.

256gb of ram to 512gb of ram (DDR3 ECC)

1,300 watt power supply

Dual amd Radeon Vega frontier edition gpus with 16gb of hbm2 memory


Dual 4tb ssd’s 2.5” Sata
Dual blue ray dvd burners and readers
Custom power Mac g5 pc case

That processor would've been top of the line back in 2013. A decade later, not so much. As for a chipset for that processor, you should look at an X79 chipset board.
 
Consider a modern Threadripper Pro if you need lots of cores? Could get very expensive though, but older (second hand) Threadrippers are more affordable.

What apps are you running that need up to 512GB system RAM and optical drives? What OS will you be running?

M.2 NVMe would probably work faster than SATA drives.
