[SOLVED] what is the best setting for network buffer?

I play valorant on the Eu server and i always get 180+ ping (im from Mozambique) and there is a "Network Buffering" option, which should i select, "Minimum, Moderate, Maximum"? like what would be best?

This is a try it and see what appears best to you. I do not play that game but other games that have a similar feature use it to try to fix internet connection that have very unstable ping times/latency. They buffer the data for a short time to make the play appear smoother. Buffering data though in effect increase the total latency. If your ping times is very consistently 180ms likely you want it on minimum.....but again try it this game may work different.
There is nothing you can do in general to reduce the 180ms. A lot of that is purely the distance the data must go as well as the fiber paths from africa to other countries not always being the most optimum.
