What is wrong with my new custom PC.

I cannot figure out why my new computer is running the way it does. I am getting very poor FPS for what I feel like should be good. SC2 on the lowest settings can go down to 5 fps during heavy fights. Old games like CSS I can only sustain 100 fps (300 if I stare at a wall).

Is something not right about this setup? What am I missing? I do not have a heating issue, I checked it on speedfan and temps are all good. I have all the drivers. Any suggestions?

If it helps, the rest of the my computer responds perfectly snappy, programs are quick and crisp, the ONLY issue is with the FPS. Is it as something as straight forward as the graphics card is bad?
 
I went through every available driver since its release using Driversweep in between each one to make sure their was no conflict. None of the drivers fixed the issue.

It is all games, I was just using that as a benchmark.
 
Try clearing CMOS, i have a GTX 580, and i've been playing around with an overclocking setting for the CPU only. And occasionally, the card would just halve the performance on what it would usually score requiring a CMOS clearing.
