What operating system is best for memory management?

What operating system manages taking processes from the hard drive onto memory the most efficiently while providing security for other jobs running in memory and reallocates free memory the best?

Does this higher efficiency have anything to do with hardware, your thoughts?

Well there is defiantly a bit that has to do with hardware data is going to be written and read from faster memory .... well faster. Also technically drive speed matters a little. I do totally agree with lowjack though win 7 64 bit is very good with mem management. It even does a bit to keep processes separate so one doesn't all ways take down every thing don't quote me on that thought I'm not a expert on that feature or how it works.
 
Are you talking for Intel x86/x64 architecture based PCs, or for computers in general?
Because none of the PC OSes is actually famous for these things. But on PC I would bet on something like BSD.
