I would take the one that gives you enough power plus 30% so it won't die in a year so the 750. That also depends on the model it is so that it isn't a junk power supply to begin with.

A Radeon R9-390 needs 30 amps on the 12v + rail and a 550 watt to 600w power supply with 1 - 6 pin and 1 - 6+2 pin PCIE power connections.

Evga 550w GS is plenty of power and exceeds the requirements.
