hello,my PC specs are:
GTX 970
i5-4460
6gb 1333mhz ram
gigabyte P81-D3
cooler master Extreme II 525W

what is bottelnecking the gpu here and i should change ? only if necessary

It's a good build, some parts of it. The CPU and GPU are top notch. Now, your build should be fine overall but I would change three things; motherboard, system memory and power supply. All of this can be accomplished quite cheaply:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor (Purchased For $0.00)
Motherboard: Gigabyte GA-H97M-D3H Micro ATX LGA1150 Motherboard ($78.95 @ OutletPC)
Memory: Corsair Vengeance 8GB (2 x 4GB) DDR3-1600 Memory ($49.99 @ Amazon)
Power Supply: EVGA SuperNOVA GS 550W 80+ Gold Certified Fully-Modular ATX Power Supply ($54.99 @ NCIX US)
Total: $183.93

as Whateverworks_19 said, the PSU is a low tier quality of a PSU compared to a Seasonic or an XFX brand.

the RAM you have is an unusual combination, dunno if it is 2 sticks of 3GB or 1 stick of each 4GB + 2GB, also the speed is only 1333Mhz. Common setups have 2 sticks of 4GB = 8GB of RAM for dual channel. also 1600Mhz is what you want to get with CAS Latency of 9 or below. I know it gives very minimal effect on REAL WORLD usage but comparing that to your current setup of 6GB, it would definitely improve your system overall.

as for your mobo, it's an old gen one, he suggests the mobo i think for additional features which i dont know if youd use or probably for you to open up an upgrade path in case you want to in the future.

Quality. Wattage amount really doesn't matter for a PSU. Sure, you need to have above X-amount of wattage because X is the system power consumption. However, when that wattage value is found, for your build 550W is more than enough, quality is the only thing that matters. The CM PSU is sub-par quality. The GS is a Seasonic the best in the business and will last you many, many years without compromising your systems safety.

Corsair RM Series RM750 80 Plus Gold Certified,i was planning to get this one,it's stated that it's of the first tier,do i need it ? or is it too much ?,if i am planning to sli will it be good ?

Yeah, the RM-series is decent. The 750W will do 970 SLI.

ok,but if am not planning for SLI,do i get something lesser ? like the Seasonic M12II 750W EVO Edition 750-Watt 80 PLUS Bronze or CORSAIR CX750M ? or do i get even less wattage ? i read an article that says that for example 550w won't be 550w so i planned to get something bronze 750w to give me 615W at 100% load more than my system need by 30W,is this right ?
