My PC specs are:
Seagate 1TB Internal
MSI NVIDIA GeForce GTX 760 OC 2GB GDDR5
Intel Core i5-4690K Processor 3.5 GHz LGA 1150
ASUS Z97-A ATX DDR3 2600 LGA 1150
850W PSU

I can't play many games at high/max settings and still achieve 60fps. I've looked some things up and it's leading me to believe upgrading my graphics card to a GTX 970 would give me a huge boost in performance. So I'm posting on here to see if my choice would be a good one, and if not what would you guys recommend.

So basically, should I upgrade my GPU? If so, to a GTX 970 or another card?

Yeah, everything but your gpu looks great. The 4690k is still very much a great cpu, the 760 is starting to get a little long in the tooth for running the latest games on ultra. 970 is a great(if not the best) card for 1080p atm, if you are playing at a higher resolution I suggest you make room for a bigger budget.

Here is a good variant for under $300: http://pcpartpicker.com/part/evga-video-card-04gp42974kr

Another great card to look at at this price point is the 390. Both are great cards, but the 970 meeks out better fps by a small fraction in most games. But if I were you, I would stick with the card I just linked, it's a great price too.

However, you can also wait till pascal and polaris drop in june to upgrade. But if you want better performance now and don't want to wait 2 months, this a great option.

can you explain to me the pascal and polaris you just mentioned? i am unaware of what you're referring to

Pascal is nvidia's new line of cards for 2016. Polaris is amd's new line of cards for 2016. The will replace the 900 and 300 series, respectively. They will be faster than their predecessors, and will cost the same amount of money.
