I was changing CPUs. I was still with my old one and tried to update the bios to the ones for the new CPU (with the flash drive plugged from behind). It updated properly, but when it started to restart, the fans kept running, but the GPU didn't boot. After it stood running like this for like 30 mins, I shut it down and tried to reset the bios by removing the battery for 10 secs, but it still didn't work.

My specs are:
MB: GigaByte B550M DS3H
CPU: old - Ryzen 5 5500 , new - Ryzen 7 5700X3D
GPU: Palit Nvidia 3060 RTX DUAL 12GB
32GB 3200MHz (16x2)
PSU: 650W 80+ Bronze

At this point the PC will not boot from either CPU?

Might try to remove CMOS battery/short pins/reset button (if equipped). I am not terribly familiar with that motherboard so cannot comment about possible different BIOS revisions between the 5500 and 5700X3D without looking.

In a very general sense in most cases when a BIOS update goes awry it can result in a bricked motherboard.

I already tried to remove CMOS battery/short pins/reset button and it didn't do anything.

You could attempt to RMA the motherboard if still under warranty. Not sure of a lot of confidence in coverage given the circumstances.

Quick option would be to purchase another motherboard compatible with the new CPU. Given what that leads into it might be worth consideration of a platform change if the CPU is returnable.
