WHAT TO SPEND ON FOR UPGRADE??! please help me

Hi guys,
I am kanav from India. I belong to a mid range family. I have an extremely low budget of rs1000 or about $14. I can't expand it at all. Unfortunately i own an ancient PC
specs
cpu- Intel Pentium dual core E5700
display-samsung syncmaster 1600*900 resolution max
psu-beetel bt 450 (500 watts)
gpu-intel gma x4500
ram-2gb ddr3
windows-win7 (I will upgrade to win10 64 bit in 3-4 days confirmed. i have asked my friend for that)
stock cpu cooler.no additional fans
mobo- asus p5g41m-t lx3
i usually manage to game lightly on it.

my question is should i buy a core 2 duo e8400 or a 2gb ram ......?

an additional 2GB will help, for sure.
Not much else you can afford, I fear.

for proper gaming you would need a GPU, but none would be available for $14

Agree with ScrewSqrl that additional 2GB RAM will help.
