Though if I wanted to go ahead and give a speculative answer, a GeForce RTX 3070 or a Radeon RX 6700 XT should be within your budget.

If you go with a 3070, I would strongly recommend getting a Dell OEM 3070. They are made specifically to be used with Dell's own 500W PSU, and only use a single 8-pin power connector. The OEM 3070 from the HP Omen uses NVidia's 12 pin connector, requiring a dual 8-pin to 12 pin adapter cable, so it likely won't work with a 500-550W PSU, so don't confuse them with the Dell card, though they look similar.
