I will mainly be doing gaming, i am a youtuber so i will probably record my gameplay then render the videos on sony vegas. So which would be the best graphics card for me and is under $250. How much fps do you think i could get on battlefield at 1080p, i didnt really think of the r9 290 but i will check it out thank you. Also do you think the r9 290x can perform a capable and good live stream?

At that price point go for a 970. It will also save you some money because you can go for a cheaper psu.
